China Set to Arm Iran With Hundreds of Shoulder Missiles

Iran expects 300-400 Chinese QW-12/FN-16 MANPADS within weeks, a $60-70M deal replacing radar-guided defenses Israel/US strikes destroyed.

Iran is due to receive its first shipment within weeks under a contract for 300 to 400 Chinese-made QW-12 and FN-16 shoulder-fired missiles, a deal worth $60 million to $70 million, according to a Reuters report published July 29, 2026, citing three anonymous sources. The timing follows a war in which Iran’s fixed radar-guided air-defense sites were reportedly targeted and destroyed in sequence, leaving low-altitude threats largely uncovered.

A different kind of air defense

A man-portable air-defense system, or MANPADS, is a shoulder-fired missile carried and operated by a single soldier or small team, a category that includes the U.S. FIM-92 Stinger and, per this reporting, China’s QW-12 and FN-16. Both Chinese systems use passive infrared homing, meaning they track a target’s heat signature rather than actively emitting a radar signal to find it. That passive design is the operational point: a MANPADS team gives away no detectable emission before it fires, unlike a fixed radar-guided battery, which can be geolocated by the very signal it uses to track incoming threats.

The QW-12 has a reported range of roughly 500 meters to 6 kilometers and an engagement altitude band of 10 to 4,000 meters, with a top speed near Mach 1.8 and a combat weight of about 18 kilograms. The FN-16 extends the range envelope slightly, to roughly 6.5 kilometers, with an engagement ceiling around 4,000 to 4,500 meters, and uses a dual-band infrared and ultraviolet quasi-imaging seeker the manufacturer says improves discrimination against flares and other countermeasures. China Aerospace Science and Industry Corporation, the FN-16’s maker, has publicized single-shot kill-probability figures of 0.8 against aircraft and 0.7 against cruise missiles. Those numbers are manufacturer-style claims, not independently tested results, and should be read with the same skepticism any vendor-published performance figure deserves.

Why now: fixed sites found and destroyed in sequence

The reported deal follows directly from how Iran’s existing air defenses performed during its recent war with Israel and the United States. Iran’s higher-end fixed systems, including the Russian-supplied S-300PMU-2 and the domestically built Bavar-373, depend on ground-based radar to detect and track targets before launching an interceptor. That radar emission is also a liability: once a site radiates, it becomes findable, and reporting on the conflict describes Iranian air-defense sites being “located, isolated and attacked in sequence” as the campaign progressed, effectively rolling up the country’s layered defense one site at a time rather than facing it as a single integrated network.

A dispersed force of MANPADS teams doesn’t replace that kind of layered, long-range coverage, a shoulder-fired missile with a few kilometers of range can’t intercept a ballistic missile or a high-altitude strike aircraft the way a Patriot-class system can. What it does provide is a low-altitude backstop that doesn’t depend on staying in one fixed, radar-emitting location, useful specifically against helicopters, low-flying aircraft and slower drones approaching under the coverage gap left once the fixed sites were degraded. That’s the capability gap this deal appears designed to close, not a wholesale replacement for what Iran lost.

The delivery route, and China’s denial

The contract was reportedly signed through Zhongqing Baoshang International Investment, a Hong Kong-registered intermediary whose parent is the Beijing-based Zhong Qing Bao Shang Group. Planned deliveries would move by air from Urumqi in western China, transiting Pakistan before reaching Iran, a routing that keeps the shipment off a direct China-Iran air corridor. China’s Foreign Ministry denied the Reuters report outright, and a Chinese defense-ministry spokesperson said he was “not familiar with the relevant situation,” a formulation that neither confirms nor substantively refutes the specifics reported. Pakistan’s military public affairs office separately denied facilitating any transit through its airspace or territory. Both denials are organizational statements from governments with a direct interest in the story being false, and are presented here as denials, not as independent verification that the deal isn’t happening.
