ECM / ECCM Electronic Countermeasures / Counter-Countermeasures

ECM is deliberate electronic trickery, jamming, decoys, spoofing, used to defeat radar and other sensors; ECCM is the set of design features and techniques built to keep working despite that trickery.

ECM is the deliberate use of electronic or electrical trickery to defeat an adversary’s radar, infrared sensor, or guided weapon: jamming a signal with noise, spoofing it with a false return, or physically distracting it with chaff or flares.1 ECCM is the answer to that trickery, the design features and operating techniques built into a sensor, radar, or missile specifically so it keeps working when someone is actively trying to fool it.2 The two terms exist as a pair because they describe the same contest from opposite sides, and neither stays still: an ECCM feature that reliably defeats one jamming technique eventually gets answered by a new ECM technique built to work around it.

The vocabulary predates the modern electronic-warfare framework it now sits inside. ECM traces back to World War Two era radar jamming and chaff, and it is still the term used loosely, including in most manufacturer spec sheets and press releases, for almost any onboard jammer or self-protection suite, even though current US joint doctrine has folded the same function into the broader term electronic attack. ECCM survives the same way, describing anything from frequency-agile radar that hops channels faster than a jammer can follow, to sidelobe cancellation that filters out a jamming signal arriving from an angle the main radar beam isn’t pointed at, to a missile seeker built to home in on the jamming source itself rather than lose the target.

For a buyer or analyst, ECM capability usually shows up as a count and type of onboard countermeasures: chaff and flare dispenser loadouts, towed or expendable decoys, a jammer’s frequency coverage, and whether a radar-warning receiver is integrated closely enough with those countermeasures to react automatically rather than waiting on a crew. ECCM capability is harder to see from a spec sheet, since it is mostly software and signal-processing design rather than a countable piece of hardware, which is one reason two radars with near-identical published specs can perform very differently against the same jammer.
