Golden Dome Gets $2B Fleet to Replace 1965-Era Tracking Ships

The Missile Defense Agency awarded $2 billion to build two new sea-going ships that verify whether Golden Dome interceptors actually hit their targets, replacing vessels built in 1965 and 1970.

The Missile Defense Agency has awarded a combined $2 billion program, through the Maritime Administration, to TOTE Services and Hanwha Philly Shipyard to build two new Missile Range Instrumentation Vessels, ships that track ballistic-missile intercept tests over the Pacific and confirm whether the interceptor actually hit what it was aimed at. The two ships currently doing that job, SS Pacific Tracker and MV Pacific Collector, were built in 1965 and 1970. The first new vessel, named Golden Defender, is due for delivery in 2030, meaning the fleet’s oldest working ships still have years left to carry a mission central to the country’s newest missile-defense program.

A verification problem hiding inside a missile-defense program

Golden Dome, the layered homeland missile-shield initiative that has dominated defense-budget headlines this year, is usually discussed in terms of what it shoots down: interceptors, radars, space-based sensors. This contract addresses a quieter but equally load-bearing question: how does the Pentagon actually know an intercept test worked? A Missile Range Instrumentation Vessel, or MRIV, is the answer. It is not a combat ship. It carries tracking radar, optical sensors and telemetry-receiving equipment that follow a target and an interceptor through a test flight over open ocean, then relays that data back to the Missile Defense Agency so analysts can independently confirm, or dispute, a hit. Without a ship in position, a missile-defense test conducted hundreds or thousands of miles offshore has no truly independent witness. The two ships that currently do this, SS Pacific Tracker (formerly Beaver State) and MV Pacific Collector, entered service in 1965 and 1970. Both are now more than 55 years old, meaning the platforms verifying whether some of the world’s newest interceptor technology works were themselves built during the Vietnam War era.

The new contract calls for two replacement MRIVs. The first, named Golden Defender in an explicit nod to the broader program it supports, is scheduled for delivery in 2030. That is a meaningful gap: for at least four more years, the aging Pacific Tracker and Pacific Collector remain the only platforms doing this job, even as Golden Dome’s testing tempo is expected to accelerate.

The contracting model matters as much as the dollar figure

TOTE Services, a ship-management and logistics firm, is acting as construction manager for the program, with Hanwha Philly Shipyard, a Philadelphia yard owned by South Korea’s Hanwha Group since 2024, doing the actual building. Officials involved in the award have pitched this construction-manager arrangement, rather than a traditional Navy shipbuilding contract issued directly to a single yard, as a mechanism that can cut costs by at least half compared with conventional Navy procurement. That claim is worth taking seriously as a structural point, not just a talking point: Navy shipbuilding programs have a well-documented history of cost growth and schedule slippage, and routing this particular acquisition through the Maritime Administration and a commercial ship manager, rather than the Navy’s own program offices, is a deliberate attempt to avoid that pattern for a support vessel that, while essential, is not itself a warship.

The Patriot family and other missile-defense interceptors already fielded across the US arsenal depend on exactly this kind of independent test verification during their own development cycles, and Golden Dome’s own space-based interceptors and ground-based systems will need it at a pace and reliability the current 1960s-and-70s-era ships were never designed to sustain indefinitely.

“This new ship will not only support the President’s policy of restoring America’s Maritime Dominance, but also support the President’s ‘Golden Dome’ missile defense system over the entirety of our nation,” said Russ Vought, Director of the White House Office of Management and Budget (Military Times, July 21, 2026).

A different piece of the same architecture

It is worth being precise about what this contract is not. Earlier this month the Space Development Agency awarded a separate $1.75 billion contract, to L3Harris and Sierra Space, for 36 infrared missile-tracking satellites under Golden Dome’s Tranche 3 Tracking Layer, a space-based sensing program covered on this site as a distinct development. The MRIV award is sea-based test-range instrumentation, not space-based operational sensing: one watches an actual test unfold from a ship on the ocean surface to verify results after the fact, the other is meant to detect and track real missile threats from orbit once the system is operational. Golden Dome’s roughly $175 billion-plus projected total cost spans many such distinct funding streams, tracking satellites, ground-based interceptors, command-and-control networks, and now sea-based range instrumentation, each procured through its own contract and its own agency. Gen. Michael Guetlein, confirmed on July 17 to lead the overall Golden Dome effort, now oversees all of these threads simultaneously, a coordination task that scales with the number of separately contracted programs like this one.

The MRIV program is a reminder that a missile-defense system’s credibility rests as much on its ability to prove a test worked as on the interceptor itself. A shield that cannot be independently verified is, from a policy and budgetary standpoint, difficult to trust even if the underlying technology performs. That is precisely the gap the current 1960s and 1970s-era ships are being asked to keep filling until 2030.
