The Main Directorate of Intelligence of the Ukrainian Ministry of Defence (HUR), a state intelligence agency rather than a private defense manufacturer. HUR developed and operates the Magura family of unmanned surface vessels, used in conjunction with the 385th Unmanned Surface Vehicles Brigade to sink and damage Russian Black Sea Fleet warships and, in the Magura V7 variant, to shoot down Russian fighter jets with air-to-air missiles.
