Ukraine's state-owned small-arms manufacturer, formed in 1991 under the Ukrainian Ministry of Internal Affairs to design and produce weapons for the Interior Ministry, Security Service and State Border Guard Service. Opened Ukraine's first large-scale serial small-arms production plant in Vinnytsia in 1998, and from 2008 partnered with Israel's IWI to license-produce Tavor-pattern bullpup rifles as the Fort-221/Fort-224 series alongside its own pistols, shotguns and AKM-derived rifles.
